Additions to Campaign Manual

Any additions that are made to the Campaign Manual after March 1, 2018 will be posted on this page.

  • Chapter 119 - An act relating to campaign finance
  • Minnesota Voters Alliance v. Mansky - Minnesota Statutes 211B.11 that prohibited wearing a "political badge, political button, or other political insignia...at or about the polling place on a primary or election day" was facially unconstitutional under the free-speech clause of the First Amendment because, although polling places are nonpublic forums and the state had a permissible objective in limiting advocacy in the polling place, the statute was unreasonable when it did not define "political" and election-policy guidance did not provide an objective, workable standard for election judge to determine what was political.
