Law provides: The mission of the bureau is to promote stable and constructive labor-management relations. There are three program areas: mediation, representation, and labor-management. These programs assist parties in resolving collective bargaining, grievance, and public policy disputes; resolve questions of labor union representation and bargaining unit structure; support, train, and facilitate area and worksite joint labor-management committees; provide related technical training and information; and develop and maintain a roster of labor arbitrators. (Minnesota Statutes Sections 179, 179A)
