Vendor Notice: Electronic Roster Pilot Project

In recently enacted Laws 2013, Chapter 131, Article 4, Section 1, an Electronic Roster Pilot project for the November 2013 election was authorized by the MN legislature.  The pilot can involve use of ePollbooks for either Election Day Registration (EDR) or pre-registered voters, or both.  Five cities in MN are authorized to participate in the pilot which could involve up to 42 precincts in 3 different counties.

To participate in the pre-registered voter portion of the pilot, the ePollbook must:
• Be able to be loaded with a data file that includes voter registration data in a file format prescribed by the secretary of state to the extent feasible
• Allow for the data to be exported in a file format prescribed by the secretary of state
• Allow for voter record to be searched and retrieved by scanning or swiping a MN Driver’s License or MN Identification Card *
• Provide for a printed voter’s signature certificate, containing the voter’s name, address of residence, date of birth, voter identification number, the oath required by Minnesota Statutes, section 204C.10, and a space for the voter’s original signature
• Immediately alert the election judge if the ePollbook indicates that a voter has already voted, the voter’s registration status is challenged
• Provide immediate instructions on how to resolve a particular type of challenge when a voter’s record is challenged
* Authorized by subd. 3, clause (7), which states: “(7) perform any other functions necessary for the efficient and secure administration of participating election, as determined by the secretary of state. “ Additional functions may be added under this clause.
                                                                                                               
To participate in the Election Day Registration portion of the pilot, the ePollbook must:
• Allow for the data to be exported in a file format prescribed by the secretary of state
• Allow for data to be entered manually or by scanning a MN driver’s license or identification card to populate a voter registration application that would be printed and signed and dated by the voter
• Must provide for a printed voter’s signature certificate, containing the voter’s name, address of residence, date of birth, the oath required by Minnesota Statutes, section 204C.10, and a space for the voter’s original signature *
• Must immediately alert the election judge if the ePollbook indicates that a voter has already completed an EDR and voted in the precinct on election day*

If you are interested in being considered for participation in this pilot, please return the ePollbook participation survey to Gary Poser by Friday, June 28th.  In July, the counties and cities involved in the pilot will determine which ePollbooks will be piloted in their precincts in the November election.  Please note the counties and cities involved in the pilot are very interested in piloting the EDR ePollbook functionality.  Your responses to the survey may determine whether or not your product is selected for use in the pilot.

Vendors expressing an interest in participation will be provided with further details on file formats, timelines and precinct assignments, etc. as they are determined.  Vendors may be dropped from participation in the pilot if they are unable to demonstrate the ability to meet the requirements of the pilot.
