Official Documents

The secretary of state files and certifies the authenticity of a wide variety of official documents. These include special laws, judicial oaths, Gubernatorial Proclamations, Delegation/Rescission of Authority and executive orders; the enrolled acts of the Minnesota Legislature; rules; business trusts; and some municipal documents.

These documents are public records and available for public inspection and purchase. Note: While certain types of documents may have a statutory requirement that they be filed with the secretary of state, this office has no statutory authority to seek out documents that have not been filed.

Official Documents Request Procedures:

Complete the Official Documents Request Form.

  • Documents filed with the secretary of state as Official Documents are filed by fiscal year, and then numerically, as received and filed in this office.
  • There are approximately two (2) years of documents stored on site. If the document requested is on site, it will be retrieved upon receipt of request with payment.
  • Documents that are not stored on site will require additional time for retrieval.
  • Documents from prior to 1989 have been sent to the Historical Society, but might be available on microfilm.
